A community vision plan

for the former Villa Delray Golf Course

Thank you for your interest in Delray Trails, a new, age-restricted residential community at the site of the former Villa Delray golf course. The vision for Delray Trails was created by 13th Floor Homes to bring clarity to the property’s uncertain future with a thoughtful plan that enhances the fabric of the existing community and improves area values.

13th Floor met with members of Palm Greens Condominiums in early 2018. Following these meetings, 13th Floor has been working to finalize the plans as well as the legal framework that will allow for this vision to come to life. The current vision plan for Delray Trails at Palm Greens has 164 single family homes, 180 townhomes, and 92 coach homes. The total home count is less than 50% of what is possible under the property’s HR-8 land use classification.  Additionally, all homes will be a maximum of 2 stories to match the context of the existing community.

Delray Trails at Palm Greens is a vision plan for a new, all residential age-restricted (55+) community made possible through the thoughtful redevelopment of the shuttered Villa Delray golf course.  The vision plan was crafted by 13th Floor Homes to create a successful outcome among all stakeholders for a property that has fallen into a state of disrepair.  The plan for Delray Trails at Palm Greens provides the Palm Greens community with many advantages that alternate plans may not address.  Some of the more notable benefits include: a new amenity campus and best in class clubhouse open to Palm Greens residents; improved property values; preservation of a 55+ active adult lifestyle; ample lakes and landscape buffers with over 50% of the property preserved as open space; over 3+ miles of fitness trails; improved storm water retention to alleviate flooding issues; additional tennis and pickle-ball courts; and ultimately, the removal of the cloud of uncertainty that exists over the property today.

No. The golf course is currently owned by a different entity. 13th Floor has an option contract with the current owner that allows for 13th Floor to meet with the community before closing on the property.

Have we applied to the city for permits and/or approvals?2018-01-23T10:27:27-04:00

No. Unlike other companies, 13th Floor Homes wants to seek public input before going through the permitting process. This will hopefully allow us to create a plan that best meets the needs of the community and obtain a consensus, prior to approaching government for the requisite permits and approvals.

Since the Villa Delray Golf Course shuttered, the land has become dormant with minimal upkeep. It is our goal, through our proposed redevelopment, to create something that will improve quality of life and property values in the community.

Research shows and proves out the new improvements suggested by our vision plan will help improve values. The new amenity campus and increased valuations should propel the community to one of Delray’s premier age-restricted communities. We have firsthand experience with the redevelopment of golf courses and we have seen home values increase beyond their broader market, suggesting the new development was responsible for this appreciation.

While we can’t be certain as to the exact pricing at the launch, we believe that if the contemplated program were offered to the market today, home pricing would start selling in the $300’s and continue into the $500’s.

13th Floor will pay the entire upfront cost of constructing the amenity campus.  The ongoing maintenance budget has been designed so that dues will not go up and that the Palm Greens community will retain a majority vote in setting budgets once 13th Floor has turned over the association after sellout.

We are hopeful that through a cooperative process with the Palm Greens community, our vision plan will be approved and underway by early 2019. From the day we put a shovel in the ground, the completion and sell-out is projected at approximately 4 years.

13th Floor will enter into an agreement with the community and ultimately the city, to include all agreed upon improvements and restrictions.

Will the clubhouse and amenity campus be open to all owners in Palm Greens Condo 1, Palm Greens Condo 2 and Delray Trails?2018-01-23T10:17:41-04:00

Yes, all owners from Palm Greens 1, Palm Greens 2 and Delray Trails will have equal use rights.
